Manifesto
Since being elected in 2020, I’ve served as an effective and practical Deputy, and as the political lead for sport. With a background in IT and Ironman triathlon, I’m always looking for efficiencies and better ways of working. I believe strongly in inclusive decision-making—it’s essential to involve all stakeholders and bring people with you.
I’m fortunate to have been born and raised on this beautiful island. I live with my partner Kate and our two daughters—one who is about to leave the Sixth Form Centre, and one who is just about to begin. I’m passionate about ensuring my youngest daughter has the same positive experience that both my eldest and I enjoyed. That’s why I strongly support retaining the SFC at its purpose-built facility—so students continue to benefit from a high-quality learning environment.
In my spare time, I enjoy open water swimming, cliff walking, kayaking, and cycling. I’ve represented Guernsey in extreme Ironman-distance triathlons across Europe, and my favourite race-day phrase—“finish line or ambulance”—has served as a useful motto throughout this term in office. I plan to carry that same determination into the next term.
Track Record and Experience
It’s been an honour to serve as the political lead for sport, a director of the Sports Commission, and a volunteer marshal during the unforgettable 2023 Island Games—the best Games any island has ever hosted.
I have over 20 years’ experience working in IT across the finance industry, legal profession, government, and numerous small businesses. This has been invaluable in scrutinising and improving the States’ digital infrastructure. I’m pleased we’ve turned a corner, but there’s still work to do to meet the standard islanders deserve.
During this term, I supported several fast-tracked digital projects, including:
The Guernsey Taxi App
Live bus timetabling on Google Maps (launched days before the Island Games)
Improved procurement of school IT infrastructure, delivering better value for taxpayers
Looking ahead, we are on the cusp of major advancements in artificial intelligence. It’s vital that the Assembly includes people who understand technology and can help Guernsey harness its full potential.
Committee Work
I’m proud to be one of just three Deputies to have served the entire term on two principal committees: Environment & Infrastructure and Education, Sport & Culture. Between them, I’ve contributed to over 30 policy letters and countless amendments.
I’ve served as Vice-Chair of interim school governance boards, helped lead multiple subcommittees, and recently joined the Digital Steering Group, Beau Sejour Review Group, and St James Council.
Thanks to hard work across government, the majority of schools are now rated at least “Good” by Ofsted. Initiatives like School Streets and active travel incentives have helped children build confidence and independence on their way to school.
Through the Commonwealth Parliamentary Association and inter-island committee meetings, I’ve also built trusted relationships with politicians in Jersey, the Isle of Man, Alderney, and Sark.
Policy Priorities
Housing
Housing will be our number one priority next term. We must embrace modern methods of construction, including volumetric modular building, to speed up delivery and relieve pressure on local trades. Once we clear the bottleneck, it’s vital that we build the affordable homes we know are needed.
We must also expand sheltered accommodation, enabling older islanders to live independently, safely, and with dignity.
Early Years Education
Doubling the free entitlement from 15 to 30 hours is one of the smartest investments we can make—for families, for the economy, and for Guernsey’s future.
It supports parents (especially mothers) to move from part-time jobs into meaningful careers. It strengthens the workforce, eases recruitment pressures, and boosts long-term tax revenue. For children, it improves development, school readiness, and early identification of special needs.
Jersey has already made this move. We risk falling behind. This is about more than just childcare—it’s about education, equity, and economic resilience.
Legalisation of Cannabis
Guernsey currently has de facto decriminalisation of cannabis. Almost anyone can obtain a medical prescription, often for minor conditions. This has led to a thriving diversion market—yet fears of widespread social harm have not materialised.
I believe it’s time we seriously explore legalisation, regulation, and taxation. Done properly, it could reduce harm, improve control, and generate new revenue.
Bringing People Together
This term, I’ve worked to bring the Assembly together by organising events like the Swimarathon and A Drink After Work with Your Deputies.
If re-elected, I’ll continue to host these events—not only because they raise funds for local causes, but because they build stronger working relationships within the States. Unlike most organisations, we have no team-building budget, so these informal initiatives are doubly valuable: for community impact and for better collaboration.
