About Me:
My name is Lexi Lundberg. I’m 33 years old and a proud mother of three young children. Born and raised in Guernsey, I come from a family with deep local roots.
Professionally, I bring experience as a former Managing Director, with a diverse background spanning hospitality, aviation, property management, and marketing.
I am committed to ensuring Guernsey is governed by leadership that truly reflects the will of its people. This manifesto is my pledge to you, the voter. I stand for integrity, transparency, and strong, open leadership—always placing the needs of our community at the heart of every decision.
My Character
This week, I received a message that deeply touched my heart: “I admire you, how you turn your beliefs, thoughts and morals into directions and are so very vocal about them. You are inspiring!”
This resonates deeply with who I strive to be. I take pride in standing firm for what is morally right, engaging in challenging debates, and reaching thoughtful resolutions. I believe in basing my decisions on sound evidence, research, and reasoned judgment.
My Vision for Guernsey
I believe Guernsey has the potential to thrive, and that every resident should have the opportunity to contribute and benefit from that success. We must be a community that safeguards and improves our natural environment, where our children can look forward to a hopeful future. We need effective public services, accessible healthcare, and a robust education system—all while maintaining a stable and diverse economy.
Commitment to Our Community
In a time when many leaders overlook the challenges faced by families and pensioners, I recognise the struggles islanders are enduring. Many families are experiencing working poverty, where even a trip to the emergency room or an unexpected bill can push finances into the red. I vow to represent you with dedication. As an islander who personally understands the challenges of paying a mortgage and balancing household finances, I feel these struggles deeply. We cannot continue with a government plagued by political conflicts, erratic policy changes, and a loss of trust.
Fiscal Policy
I firmly oppose:
- The introduction of GST—I will stand firm in working to reverse this decision, as it is a regressive tax
- The establishment of an Inheritance Tax – I will always oppose the possibility of inheritance tax
- I am against further tax hikes on the squeezed middle and lower income earners.
Moreover, I reject the idea of the States seizing the homes of the elderly to fund their care.
I advocate for:
- Ensuring all companies in Guernsey contribute their fair share of taxes.
- A more equitable tax system where higher earners pay tax on all their income—removing the current income tax cap, this will see islanders paying a flat rate of 20% on all income above the personal tax allowance.
- Responsible management of funds, prioritising vital services and ensuring fair allocation.
Voting for Me Means…
Voting for me means supporting a candidate who embodies the voice of ordinary people, championing equality, integrity, and transparency. Here’s my commitment: I will not tolerate conflict or intimidation within government. My focus will be on fostering positive working relationships and making informed, rational decisions.
I will always operate with honesty and integrity, grounding my decisions in facts, expert insights, and the best interests of Guernsey residents. If elected, I will advocate for the following initiatives:
- Safeguarding our community’s most vulnerable members.
- Completing the Ozouets campus for top-tier post-16 education opportunities.
- Ensuring accessible healthcare for everyone.
Above all, I promise to listen to you, the voters, and make decisions based on your needs and concerns, remaining open-minded and flexible, with the common good as my guiding principle.
Healthcare
Access to affordable healthcare for all is essential. This includes reducing costs for GP appointments and A&E charges. Right now, patients are paying £70 for a standard doctor’s appointment. The medical grant must be increased to help offset such costs. I will advocate for an annual review of the medical grant to reflect inflation.
I will work with Health and Social Care (HSC) to ensure no patient waits longer than 18 weeks from GP referral to treatment, as per NHS guidelines. This involves supporting HSC in recruiting additional healthcare workers, ensuring the hospital is well-resourced, and enabling HSC to refer to accredited private clinics off-island if local or NHS waiting times exceed acceptable limits. While this may initially seem costly, timely and quality care will ultimately be more cost-effective in the long run.
Social Policies
I stand for a society where every islander’s rights are safeguarded, irrespective of their background. My vision is for a community where all individuals are treated with dignity, respect, and fairness.
Economy
Guernsey's economy should be robust and diversified. We must foster emerging sectors like digital health and internet-based services, while also strengthening our finance industry. I support sustainable development and renewable energy initiatives and advocate for attracting international business and investment to create jobs and fuel economic growth.
Additionally, I propose the introduction of permanent residency permits for skilled professionals and the promotion of green industries, such as renewable energy, sustainable practices, and marine conservation. This is our opportunity to secure a prosperous and sustainable future for Guernsey.
Environment
Our natural environment is of utmost importance. It is imperative that we take decisive actions towards clean, renewable energy and position Guernsey as a leader in sustainable development.
- Affirmative actions towards minimising plastics and pollutants.
- Support for sustainable practices in industry and development.
- Advancement of renewable energy sources such as wind, tidal, and solar to achieve carbon-neutral objectives by 2050.
Social Security
To ensure the welfare of all islanders, we must focus on affordable housing and equitable social security policies. I propose a more inclusive system for self-employed individuals. I also vow to always act in the interests of individuals with disabilities, chronic illness, and mental health challenges; the most vulnerable in our society must be treated with compassion and understanding.
Housing:
Creating additional housing in Guernsey is key, addressing the housing shortage will be a big topic this term, I support new development opportunities and the creation of new policies to get Guernsey building.
- Using greyfield sites, not greenfields, for sustainable development.
- Double TRP on derelict sites and properties that have been unoccupied for over three years.
- Easier planning approval for change of use to create housing e.g., former hotels sites, derelict sites.
- A focus on multi-generational housing, encouraging families to care for one another while increasing affordable housing options. For example, conversion of outbuildings, creation of wings and annexes.
Hospitality
Guernsey’s hospitality sector has seen significant investment, with new developments like Premier Inn and Bella Luce hotel rebuild and La Grande Mare golf resort. I support enhancing our hospitality infrastructure with creative marketing and improved connectivity.
Connectivity
I am committed to improving Guernsey’s connectivity, particularly holding Aurigny accountable. Since its purchase in 2003, too much money has been spent without proper governance. If elected, I will set clear expectations for Aurigny, ensuring that its fleet prioritises reliable services to key hub airports. I will also work to encourage other operators to provide additional routes, such as a potential link to Heathrow, while ensuring Guernsey’s port and landing fees remain competitive. Good air links are vital to islanders, whether that be for medical travel, business or connecting with loved ones. I believe Aurigny has a role to play in delivering safe, reliable and affordable travel options.
Education
Guernsey should prioritize a locally centred educational framework, supported by educators and the community. This includes partnerships with family charities, ongoing professional development for teachers, and collaborations between the business sector and educational institutions.
I support the development of the Les Ozouets campus and envision it as a “multiversity” offering diverse training options, including A-Levels, adult education, vocational training, and degree courses. This hybrid approach will provide the opportunities necessary to build a skilled and adaptable workforce for Guernsey’s future.

I am confident that Guernsey’s future success lies in building a strong, resilient community where everyone can thrive. By creating a sustainable economy, and ensuring access to quality education, healthcare, and affordable housing, we can build a better future for all.

The states need younger people with an interest in Guernsey. She is aware of the weaknesses in our mental health services. We have had many discussions on this subject as I worked for the states for 26 years until my retirement recently.
