We need affordable homes, a care home with assisted living and nursing accommodation. We have three main sites, Castel Hospital, King Edward Hospital and the Duchess of Kent. We need to stop talking about what we need and use what we have. Guernsey is unaffordable, people are leaving the Island where they were born. You cannot tax a generation that no longer lives here. NO TO GST, I have said this for 5 years and nothing has changed my mind. GST will only ever go up. We must explore alternative forms of revenue, Corporate Tax and renewable energy.

Housing Reform: Homes for Islanders, Not Investors
It’s time to take bold action to address Guernsey’s housing crisis. UK investors are increasingly purchasing local market properties and renting them back to us — undermining our right to home ownership and eroding the future of our island community.
I propose a 12-month transition period for UK investors to divest from local market rental properties. After this period, any non-compliant properties will be compulsorily purchased and returned to local ownership.
We must also make better use of States-owned land. The Castel Hospital site has immense potential for development into 1, 2, and 3-bedroom apartments — designed for local people, sold at affordable prices, and protected by resale price restrictions to ensure long-term accessibility.
Prioritising Care and Key Worker Housing
King Edward VII Hospital presents an ideal location for a care home or assisted living facility, similar to Nouvelle Maraitaine. With L’Aumône surgery nearby, it offers excellent accessibility.
Additionally, the Duchess of Kent House, located just a few hundred yards away, could be repurposed into essential accommodation for nursing and healthcare staff — an increasingly urgent need for our growing elderly population.
By utilising public assets wisely, we can demonstrate real leadership and tangible progress — delivering results for islanders and laying the groundwork for Guernsey’s regeneration.
NO to GST – Then, Now, Always
I have opposed a Goods and Services Tax (GST) for 5 years and nothing has changed to alter that view.
GST is a regressive tax that inevitably rises, hitting working families and vulnerable islanders the hardest. Promises of exemptions and allowances can be overturned at any time, just like the pension age, which moved from 65 to 67 — how long before it shifts to 70?
Guernsey doesn’t need new taxes — we need a fairer system. Treasury estimates already show the OECD’s global tax deal (Pillar II) could generate at least £30 million in additional revenue. In reality, I believe this figure could be even higher. A restructured corporate tax system, where finance companies pay their fair share, is the sustainable solution we need.
Powering Our Future Through Renewable Energy
Guernsey’s powerful 10-metre tides offer world-class potential for tidal energy development. A strategic investment in renewable energy—particularly tidal and wind—can create jobs, generate revenue, and drive innovation without burdening the taxpayer.
Let’s embrace renewable energy not just as an environmental goal, but as an economic opportunity. Let’s invest in the future, not in outdated solutions.
