Housing Policy: Sustainable Solutions for Guernsey’s Future
Guernsey is facing a serious housing crisis — but we must not solve one problem by creating another. Our island’s green spaces and agricultural land are precious. Once lost, they are gone forever.
Like Gibraltar, which addressed housing pressures by building upwards rather than outwards, we too must consider smarter, more sustainable development. I advocate for well-designed, higher-density housing in appropriate urban areas to make the best use of limited land while preserving our countryside.
Solving the housing crisis will require true collaboration. I would like to see States working with developers, planners, environmental groups, local communities, and to create long-term policies that ensure affordability, protect the environment, and meet the needs of both current and future generations.
Tax & Economic Development
We need a tax system that is fair, sustainable, and enables economic growth — one that supports businesses without overburdening individuals.
I do not support GST in isolation but I support the GST-Plus package that protects people on lower income while creating a broader, more equitable tax base. Those who can afford to contribute more, should. At the same time, we must improve public spending efficiency and ensure that revenue is used wisely to fund vital infrastructure, services, and strategic investments.
I advocate for policies that:
- Protect people on lower incomes.
- Support traditional and emerging industries.
- Attract new investment.
- Stimulate innovation.
- Safeguard the island’s long-term financial health.
Healthcare: Access, Affordability, and Innovation
To ease pressure on GP surgeries and improve access to primary care, I would support expanding services through community pharmacies. Letting pharmacists treat minor ailments and health concerns means faster, more affordable care for patients and reduced strain on GPs.
I also recognise the high cost of GP visits is a significant barrier for many. I would like to see further subsidies and alternative funding models to make healthcare more affordable for all. Everyone in Guernsey deserves timely access to care without financial hardship.
Education: Skills for a Stronger Future
A skilled population is the foundation of a resilient economy. I advocate for efforts to close Guernsey’s skills gap by:
- Aligning education with industry needs
- Supporting adult learning and lifelong upskilling
- Expanding digital and STEM (Science, Technology, Engineering and Mathematics) education.
- Improving career guidance.
- Promoting vocational training and apprenticeships.
Funding Strategy
I would support funding these reforms through:
- Reallocating existing education budgets.
- Tax incentives for employer training programmes.
- Business sponsorships.
- Efficiency savings through tech and streamlining partnerships with charities and private investors.
Supporting the Charitable Sector: A Stronger Community for All
If elected, I would support delivering the four key “asks” of the Third Sector in Guernsey:
1. Encourage Collaboration and Equal Partnership.
I would like to see charities being treated as equal partners in service delivery, engaging them early in policy decisions, and securing multi-year service agreements with RPI-linked funding for stability.
2. Recognise the Sector’s Social and Economic Value.
I would like to see proportionate, sector-appropriate regulation and I support employer-supported volunteering.
3. Strengthen Financial Stability.
I advocate for:
- Full GST exemption for charities
- Unlocking dormant assets for charitable use
- Expanding tax relief to boost public and corporate donations.
4. Enhance Volunteering
I would support tax benefits and other incentives that encourage volunteering and promote charitable giving.
Tourism, Air Links & Hospitality: Unlocking Guernsey’s Potential
I advocate for policies that boost visitor numbers, support local businesses, and improve island connectivity:
Air Links
I advocate for defending open skies and conducting a full review of Guernsey’s air links — including the option of EMAS — to make travel more reliable, frequent, and affordable.
Tourism Strategy
I support transforming Visit Guernsey into an arm’s-length body with clear goals and industry collaboration, aiming to increase visitors to 330,000 by 2027.
Accommodation & Infrastructure
I advocate for reducing planning red tape, diversifying accommodation options, and encouraging private investment in tourism infrastructure.
Recruitment
I support exploring solutions to the recruitment crisis, including expanding access to international labour markets and reviewing immigration policy.
Marketing & Attractions
I support year-round tourism marketing and investment in new attractions to enhance the visitor experience.
Seafront Development
I support the Seafront Enhancement Area (SEA) programme, which will benefit both residents and visitors.
