My life has not been easy, but that has helped build resilience and strength.
I have never let my disability hold me back and have garnered a wealth of experience over decades working in the commercial and third sector in Guernsey, the UK and the USA, before returning to Guernsey with my wonderful wife, Ruth.
I now wish to utilise all my abilities and experience for the benefit of our community, and I hope you will consider giving me your vote to enable me to do so.
Manifesto
Turning barriers into opportunities
Born in 1952 with cerebral palsy, I was raised to believe that a disability is a challenge, not a sentence. Sir Ludwig Guttmann put it plainly: “We will turn patients into taxpayers.” I have spent my life proving him right.
At ten, I was sent to boarding school, where I forged resilience. I went on to earn a Diploma in Business Studies and studied to train as a solicitor at the College of Law, affiliated with the Law Society, in London. My first spell in Guernsey began in 1980 with advocate Roger Perrot and Rea Brothers. Four years later, my wife Ruth and I moved to California. Over the next thirty-four years, I worked in emergency child protection, founded a foster care agency for Spanish-speaking families, and managed a residential home for adults with dementia. We returned permanently to Guernsey in 2018 because this is where we want to grow old, and where I want to put my experience to work for you.
Values that guide me
- Courage - action in the face of uncertainty
- Honesty - plain speaking and transparent finances
- Compassion - judging policy by its impact on the least powerful
- Hard work - every problem is solvable
Priorities for Guernsey 2025-29
1. Employment for all islanders
- Tailored apprenticeships and wage incentives so abilities, not disabilities, decide employment opportunities
- Modernise access standards across public buildings within this term of office
2. Housing islanders can afford
- Fast-track brown-field developments and expand partial-ownership schemes
- Reward landlords who offer long-term, below-market rents to key workers
3. A sustainable health care system
- Integrate home-care grants and dementia services, giving families real choice
- Invest in digital health records to cut duplication and waiting times
4. Balanced books without over-taxing households
- Trim administrative overheads by at least 5 % across the States
- Champion new revenue from an offshore wind farm, green finance and technology firms that choose Guernsey
5. Climate resilience for our children and grandchildren
- Explore tidal-energy and scale up if viable
- Protect coastal defences and biodiversity through a ring-fenced Climate Fund
Why your vote matters
Every day, Guernsey people show courage: the parent juggling two jobs, the apprentice anxious about their prospects, the grandparent wondering if care will be available when needed. The decisions we take now will be judged by those who follow us. Let us act with foresight and prove worthy of the legacy we inherited.
On Wednesday, 18 June 2025, you may cast up to 38 votes. I ask you to give one to me, Steven Wall, an independent voice who brings lived experience, legal training, and decades of commercial and frontline social care experience to the States.
