The States Assembly & Constitution Committee (SACC) has published guidance for prospective candidates for June’s General Election about the steps they need to take if they wish to be included in the Manifesto Booklet, which will be delivered to all homes where at least one person is registered on the Electoral Roll.
SACC has produced the document which provides instructions, guidance and timelines, which is available as a download at the bottom of this page, five weeks ahead of the General Election nomination period opening so that candidates have time to prepare their submission, should they wish to be included.
Candidates have the option of having either two or four A4 pages in the Manifesto Booklet and will have a much freer hand in how the manifesto is presented when compared to 2020. The Committee carefully considered the budget and logistical implications of these changes whilst also wanting to give candidates as much flexibility as possible to produce their manifesto submission in the style of their choosing. Prior to 2020, candidates, whether new, returning or incumbent could freely choose the number of pages they wished to present to the electorate and this change restores some of that freedom.
Manifestos will be reproduced in the Manifesto Booklet as submitted by candidates, with no design support offered through the States of Guernsey which is only facilitating the production of the Booklet.
In order to deliver the increased flexibility for candidates to have their manifestos produced in their own style, but also enable the effective production of the Manifesto Booklet, entries must be submitted in line with specification requirements outlined in the published guidance document.
The Committee has put in place several measures to support candidates to meet these requirements:
- The Committee published the guidance five weeks ahead of the nomination period, giving prospective candidates time to prepare their entry.
- The Committee has increased the length of the submission window (7th - 14th May), when compared to the 2020 General Election Manifesto Booklet, to give candidates the chance to make their submission early and have more time to address technical issues, should there be any.
- The guidance document makes it clear that the Committee’s strong advice is for candidates to submit early in the submission window in case there are any issues with their entry.
- The Committee has put in place a pathway for candidates to receive advice in advance about the specification requirements should they have any questions.
While candidates will have a high degree of flexibility to submit a manifesto designed as they wish, to assist the electorate the top half of the first page of each manifesto will include key details such as a profile picture, contact details and a brief summary of the candidate’s manifesto in approximately 100 words.
Every candidate will also have the option of having their own page on www.election2025.gg.
